Grace is like social welfare. It can be provided for a whole population whether they know it or not or provided individually.  A scandal of the Gospel is our personal need for God's loving forgiveness.  It is easy to hide in the crowd of collective human guilt and shame without reaching out for God's grace and love as the Prodigal Son did when he came home to the Waiting Father.   Only when we do the 'personal business' of coming to God with our sin, historic and present, that the transforming power of God's forgiving love in our lives is appropriated.
